DMV Medical Review Services representatives may issue a driver's license suspension in cases when a customer's medical information indicates they fit within one of the Medical Review policies established by DMV in consultation with the DMV Medical Advisory Board. Below are reasons why we may suspend a license:
- Failure to comply with DMV requirements
- A medical report indicating that a driver should not drive, that a condition is unstable, that a condition falls directly into a DMV policy or that a driver is in need of further evaluation before driving
- A vision report that indicates the driver does not meet the Code of Virginia standards for vision
If you wish to show cause why this DMV action should not be taken, you may submit a written request for an administrative fact-finding proceeding with a DMV hearing officer in accordance with the provisions of the Virginia Code § 2.2-4019 et seq.
Please submit all requests through mail or fax at:

Medical hearings are normally held by teleconference; however, the driver may choose to appear in person at DMV Headquarters in Richmond for the proceeding.
After submitting a request to the Healthcare Compliance Officer, Rebecca Parsio, RN, for review, the driver will be contacted to discuss the next steps of the hearing process. (NOTE: Please provide a working daytime telephone number in your hearing request). Hearing results will then take up to 6 weeks to be determined.
If the driver disagrees with the decision reached at the hearing, they may then opt to appeal the case again. In this situation, the case will be handled through Virginia Circuit Courts.
