The Department of Motor Vehicles (DMV) Contracts and Procurement Division is DMV’s central procurement unit for the purchases of technology and non-technology goods and services. Contracts and Procurement executes and oversees the execution of all purchases completed for:
- over 70 customer service centers (CSC)
- mobile customer service centers
- over 50 DMV Select offices
- motor carrier service centers (weigh stations)
- mobile weigh crews
- a satellite weigh station
- over 10 DMV Connect teams
- customer call centers
- and DMV Headquarters.
We perform our duties in accordance with the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM) and internal DMV policies and procedures. Building construction and renovation is handled by the DMV’s Facilities Services and Planning Administration.

In an effort to make opportunities available to all vendors, Commonwealth of Virginia agencies post all Invitation For Bid (IFBs), Request For Proposal (RFPs), Notices of Intent to Award, Notices of Award, Notices of Cancellation, Sole Source, Emergency and RFP evaluation criteria on the eVA website.
