The Registration Process
VirginiaMCS is a free electronic service offered by DMV for processing International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) transactions. It lets you apply for and receive your credentials electronically, file tax returns and submit payments directly from your office.
Signing up can vary depending on your situation, so we’ll walk you through the things that you’ll need to consider.
Getting Started
To sign up for VirginiaMCS, you first must establish an IFTA or IRP account. If you have one, great! If not, visit our IFTA and/or IRP page for more information.
Next Steps
Once you have an IFTA or IRP account, you’ll need to decide who is going to manage your IFTA and/or IRP fleets within VirginiaMCS. This will determine how you sign up for VirginiaMCS. The person managing the account(s) will need to complete the sign-up process.
Options
- The carrier or an authorized employee of the carrier
- An agent that will conduct business on behalf of the carrier (for example, an accountant, bookkeeper or other third party)
Once you have determined who will manage the account(s) follow the instructions below.
Account(s) Managed by the Carrier or Authorized Employee of the Carrier
If you are the carrier or authorized employee of the motor carrier, you do not need to complete a formal agreement to become a registered VirginiaMCS user.
To set up an account:
- Register for VirginiaMCS user access by following this step-by-step guide.
- Now that you're ready, register as an External MC Business Customer.
- Once your external user registration access is approved, you will receive emails with temporary login information. Follow the login guide for help logging into VirginiaMCS for the first time.
For assistance, call 804-249-5140 and press the option for an administrator.
Account Managed by an Agent
Carriers can appoint an agent (e.g., an accountant, bookkeeper or other person or entity who is not an employee of the carrier) to process IFTA and/or IRP transactions on their behalf. If you would like an agent to represent your company, both you and the agent must enter into an agreement with DMV.
Follow these steps to have your account managed by an agent:
NOTE: The forms referenced below are in PDF format and require Adobe Acrobat Reader to view and print.
Have the third party complete the Agent Agreement (MCS 352) and submit to DMV, Motor Carrier Services. Please allow 24 hours for approval.
NOTE: Only one agent agreement is required for an agent to use VirginiaMCS, regardless of the number of carriers represented by that agent.
As the carrier, complete the Carrier Agreement (MCS 353) and submit to DMV, Motor Carrier Services. Please allow 24 hours for approval.
NOTE: You need to complete this agreement for each agent you want to conduct business with DMV on your behalf and for each additional account.
- DMV will review the agreements. Once the requests are approved, we will contact the agent for user registration information.
- Once the user registration access is approved, the agent should follow the login guide for help logging into VirginiaMCS for the first time.

Other Agreements
There are two other agreements you may need to complete.
- Trip Permitting - If you are a third party that will issue trip permits on behalf of a carrier, complete the Agent Trip Permit Agreement (MCS 351) and submit to DMV, Motor Carrier Services. DMV will review the form and contact you.
- Self-Credentialing Carrier - If you are a carrier with 75 or more vehicles in your fleet, you can become a self-credentialing carrier. Complete the Carrier Self-Credentialing Agreement (MCS 350) and submit to DMV, Motor Carrier Services. Please allow 24 hours for approval.
