Use this transaction to exchange your license for an ID card.
Introduction
Virginia DMV offers an option to exchange your valid Virginia license for an ID card if you no longer wish to drive. Once you complete this transaction, you will NO LONGER be a licensed driver and will not be eligible to operate a motor vehicle.
Eligibility
To be eligible, your Virginia license must be valid at the time of the transaction.
Returning Your Driver’s License
Once you complete this transaction, DMV will send a letter confirming that you’ve surrendered your license, along with a return envelope to mail your surrendered license back to DMV.
Fee
$10 for those under the age of 70. No charge for age 70 and over.
Lost Your Driver’s License?
You can still use this transaction if you’ve misplaced your driver’s license. Once you surrender your driver’s license online, you will receive a letter from DMV confirming your transaction. Check the “lost license certification” box on the letter and return it to DMV in the envelope provided.
ID Card Renewal
If the license you are exchanging for an ID card has six months or less before the expiration date, you may apply to renew your Virginia ID once your license exchange transaction has been processed.
What You'll Need
- Driver's license renewal notice or driver's license
- Payment. Options include:
- Credit card displaying the Discover, MasterCard, VISA or American Express logo
- Debit card displaying the MasterCard or VISA logo
- Bank and checking account information to allow DMV to electronically withdraw funds from your checking account
- Print the internet receipt and carry it with you until you receive your new ID card.

Voter Registration
With this transaction, you have an opportunity to apply to register to vote, or if already registered, change your voter registration address. If you are unsure of your voter registration status, you can check the Department of Elections before you begin.
Blood Type Indicator
During this process you will have the opportunity to indicate your blood type on your ID card. If you previously indicated your blood type, you’ll have the opportunity to update or remove it from your credential.
